As a Procurement Administrator, Buyer you will support the Major Sub-Systems Supply Chain Management (SCM) team. Candidate will be responsible for procurement of production, spares, repairs, and non-material requirements. Additional duties may include cost/price analysis, negotiations, documentation, purchase order maintenance and interface with functional organizations and supplier management. The ability to develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Develops solutions to complex problems which require the regular use of ingenuity and innovation.
A level 2 employee Typically has 2 - 5 years of professional experience.

Experience in Supply Chain or Procurement or Buyer or Subcontract Management
Experience with FAR/DFARS, government contracts/subcontracts
Microsoft Office suite experience
Bachelors Degree from an accredited college or university in a related discipline
Critical thinking and problem-solving experience
Negotiation and cost analysis experience
Familiarity with SAP/P2P enterprise resource planning software
Possess communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management
Experience multi-tasking and prioritizing workload to meet program/customer needs
Experienced team player with collaborative skills
