The Director of Clinical Innovations and Analytics provides strategic leadership and is accountable for all Health Plan Clinical Innovations which support all products and membership served by the health plan to ensure programs meet Scope of Work and project goals. The Director of Clinical Innovations and Analytics collaboratively with the health plan Medical Directors, Director of Quality and Complex Care to support achievement of state quality initiatives and identify opportunities for initiatives to support Improvements in Members health care outcomes.
The Director of Clinical Innovations and Analytics requires experience leading Project Management data analytic teams, have the ability to negotiate vendor contracts for local initiatives, ensure workflow and evaluations are completed for reporting of Member outcomes, analyze, and identify trends.

Management (Measured through performance metrics, Colleague Reviews)
Is accountable for overall Local Clinical Initiatives, strategy, implementation, and achievement of targeted affordability goals
Supervision of Project Managers and analysts supporting multiple varied health plan Clinical Initiatives
Is the local market Subject Matter Expert for all local clinical initiatives
Leads, coaches/develops, trains Project Management team and Data Analyst and supports health plan based clinical teams workflow
Keeps team current on Body of Knowledge best practices
Provide guidance and recommendations on the development of program or project scope statements, in consultation with applicable stakeholders (e.g., program/project charter, Statement of ---Work, Business Vision Document
Raise awareness of any misalignment or misunderstanding of project scope and objectives with applicable stakeholders
Ensure that all impacted areas are identified, and that appropriate resources are engaged and aligned to participate in the scope definition
Ensure stakeholder alignment and clarity of program/project scope and objectives is aligned with the organization's strategic objectives including the Voice of the Customer
Ensures clinical initiative is in compliance with State requirements and Scope of Work definitions by monitoring performance and project outcomes
Contributes to the development and execution of overall health plan strategies, Winning Priorities Key Initiatives through active participation in Health Plan Operations meetings and health plan functional meetings
Fosters and promotes two-way communication and information sharing necessary for successful clinical initiative program implementation. Is the Primary liaison to business partners both internal and external for Project Compliance such as external vendors, Internal line of business leads and is point of contact for reporting, troubleshooting, and project plan reviews
Ensure clinical vendor oversight and compliance with assigned Service Level Agreements or contractual requirements and monitors with respect to various internal matrix partners and external vendors who are sub-contracted or delegated to perform various clinical functions on health plan’s behalf
Review and Authorize appropriate vendor payments based on contract specifications
Innovation includes assisting in driving the informatics automation efforts at the local level as well as in alignment to the National health plan process and policy
Ensures the project management and data operations have a solid foundation of infrastructure and process to produce results that meet our goals and align with our values
Support multiple new Requests for Proposals (RFPs) for Texas growth, as well as timelines and executing on plans for new projects and developing relevant vendor and provider relationships in support of these RFPs
Conducts regular staff meetings with Project Management and Analytic staff and service partners as appropriate, to exchange health plan information/updates; address staff questions and concerns, etc.
Ensures timely communication of Initiative and Workflow requirements to ensure appropriate planning and implementation (including resource needs, timelines, IT needs, etc.)
Implements team initiatives associated with making UnitedHealthcare a great place to work, including embracing Our United Culture and sustaining a highly engaged work force as measured by the annual Voice of the Employee Survey
Ensures Initiatives launched achieve established performance metrics and are aligned with health plan strategies and annual operating plans

Undergraduate degree or equivalent experience
Overall professional experience of 8 years or more in Project/Program Management including leading Project Management data analytic teams and the ability to negotiate vendor contracts for local initiatives
2 or more years of experience in development and execution of clinical Initiatives in public sector managed care environment
2 or more years of clinical initiative program compliance, functional collaboration, and meeting program goals
Intermediate level of proficiency with MS Project, Excel, Visio, PowerPoint and SharePoint
Demonstrated ability to communicate ideas clearly and concisely
Excellent time management, organizational, and prioritization skills and ability to balance multiple priorities
Must be a resident of Texas and local to Houston foe meetings with Vendors (also Austin & Dallas as required)
Project Management Practitioner (PMP) and or equivalent education, certification, or experience (such as Lean Six Sigma, Change Management, etc.)
