The Customer Programs & Fee for Service Team - SCG (CP/FFS team) works with project owners to develop, shape, implement and validate customer programs; and has governance accountability for compliant systems supporting the establishment and execution of FFS arrangements with commercial/institutional customers and complex patient access or affordability programs (collectively, Programs). The Senior Manager, FFS Program Controls is responsible for (i) the strategy design and development of control documents (e.g.- internal and vendor Standard Operating Procedures (SOPs), Rules of Engagement (ROEs), Business Requirements/Rules Documents (BRDs), Work Instructions (WIs), Guidelines, GCC Checklists, etc.) (collectively, Control Documents), to include crosswalk of related documentation (CPC approvals, Business Rule documents, GCC Checklists, agreements, Call Guides, CAC Approved Materials, etc.) for consistency in pull-through, for the establishment and execution of Programs consistent with agreement terms and conditions, Janssen policies and procedures and approved program rules (Requirements); (ii) managing and leading contractors supporting the development of Control Documents in collaboration with the FFS Develop Team; and (iii) partnering with project owners on the creation of Control Documents. The Senior Manager will collaborate with the broader CP/FFS team on the implementation and oversight of a comprehensive, repeatable, data driven, high-quality and compliant process supporting the strategy design, development and execution of Programs.
The position reports to the Director, FFS Program Controls.
• Shape the strategy for development of Control Documents across Janssen, to include ensuring best practices and Requirements are applied consistently across Programs • Ensure Program Owner accountability of Control Documents for their specific Programs • Lead and oversee the development of Control Documents through all major stages, including securing Legal, Regulatory, HCC and Privacy approval, consistent with Requirements, in collaboration with program owners • Lead the creation of a standardized process architecture for the management and secure storage of all Control Documents in collaboration with the FFS Execution team, to include the development of controls to ensure the proper maintenance of Control Documents to evolving Requirements and standards that support the cross walk of agreements and associated Control Documents for accuracy and consistency in pull through • Manage supplier oversight and lead contractors in the development of Control Documents in collaboration with the FFS Develop Team • Identify emerging issues in the development and maintenance of Control Documents to drive and implement the enhancement of Program Design strategies and enable excellence in execution of Programs • Provide guidance, oversight and training to project owners and contractors supporting the development of Control Documents to ensure compliant management of Control Documents and compliant Program execution in collaboration with the CP/FFS Execution team • Lead the support of the CP/FFS Execution team, HCC and Legal in the design of quality monitoring and audit related activities, to include fulfillment of litigation requests and development and execution of remediation or corrective action plans • Partner with the CP/FFS team in the execution of compliance audit and assessments across Programs, to include the execution of remediations to Control Documents as applicable, to ensure appropriate quality and compliance
Additional responsibilities include the following:
• Cross-functional partnership: Collaborate with business partners, HCC, Privacy, Legal, Finance, Pharmacovigilance, Safety Services, Procurement, Brand Teams and vendors to shape compliant review of Control Document enhancements • Demonstrate conviction, proactivity and persistence when influencing others and overcoming resistance • Deliver and create clear and concise communications using approaches that highlight the most pertinent information for key business partners and stakeholders and spur appropriate and timely execution • Interpret and understand business implications that are important to business partners and stakeholders and pull-through to Control Documents • Manages large amounts of complex and conflicting information from multiple sources and makes timely and effective decisions • Plan, adjust, prioritize and execute priorities to achieve results
• A minimum of a bachelor’s degree is required; Law or other advanced degree preferred • A minimum of 8 years of business-related experience is required • Legal or process writing skills (e.g., contract, SOP, work instructions, or other control document drafting experience) preferred • Ability to work with ambiguity while establishing structure and process standards is required • Ability to lead cross functional teams and drive consensus in a matrixed environment is required • Demonstrated project management skills preferred • Formal training in root cause analysis preferred (e.g.- green belt/six sigma) • Understanding of agreement legal terms and conditions preferred • Demonstration of Credo mindset is required • Excellent verbal and written communication skills required • Detail orientation required • Understanding of the health care marketplace and the process by which patients gain access to products preferred • Ability to present to all levels of leadership required • Ability to influence without authority at all levels within and outside the organization (e.g., suppliers and customers) is required • Ability to manage multiple priorities and make decisions in an ambiguous environment required • Strategic Thinking; ability to leverage industry knowledge to anticipate and prepare for the future preferred • Proven track record of working in a matrix environment preferred • People leadership experience is preferred • Up to 20% local domestic travel required
